Meeting Initiation

The meeting began at 7:30 PM.

 

Sign/Bond Approval

A sign request was presented by Frank Wilkins for French Memories, a new Bakery and Café, which will occupy the former Starbucks space in the center of Town. Mr. Lauenstein moved to approve the application for a sign for French Memories Bakery and Café located at 3 Post Office Square as the Board determined that the proposed sign complied with the design guidelines. Ms. Price seconded the motion and the Board voted 3-0-0.

 

Johnson Drive

Attorney Phillip Macchi and Engineer Richard Merrikin came before the Board to provide some initial details of their request for a zoning amendment that would apply to their client’s property on Johnson Drive, prior to the Public Hearing scheduled for 7:30 PM on October 29th. The first Public Hearing will be on an article to see if the Town will vote to amend the Zoning Map to show an overlay district on 2.47 acres of land located in the R-1 zoning district. This property includes parcel no. 123-5, commonly known as 100 High Plain Street, and the adjacent property as well.  The second Public Hearing is on an article to see if the Town will vote to accept a proposed revised layout of Johnson Drive and to authorize the Selectmen to acquire by gift, purchase or eminent domain, the fee in or permanent easements to the areas within said layout and to raise a sum of money for the easements or fee acquisition. It also asks that the Town and County abandon and discontinue the unused portions of the 1962 Town layout of old High Plain Street as well as to abandon and discontinue that portion of the 1966 Town Taking. Lastly, they want the Town to declare surplus those portions of land on the map to be abandoned. They described the last Public Hearing article on which the Town will vote whether to amend the Zoning-By Laws to add a new Article 6, 100 High Plain Overlay District. The purpose is to allow commercial development of an underutilized land adjacent to Route 95.

 

Mr. Lauenstein asked if this property could be used for 40B and Mr. Merrikin stated that as a practical matter, it can only hold a small septic system to support a commercial building.

Mr. Lauenstein moved to accept the minutes of 9/25/08 as amended.  Ms. Price seconded the motion. The Board voted 4-0-0 in favor of accepting the minutes of 9/25/08 as amended.
